"Everything in threes, but quietly" could be the best way to describe the Canmephian Government. It is very similar to the Sol 3 American democratic system, but with one main difference. Sol 3's first Chinese philosopher, Lao-Tzu, described it best in his philosophy called Wu-Wei (non-action): The best government is neither kind nor harsh, but rather barely detectable.

The government is split between local, or state, and global, or federal, control geographically. This document concentrates on the federal government.

Three branches

There are three branches of the federal government:

Legislative: Congress and it's support departments
Executive: The President, hir cabinet, the Military, et al.
Judicial: The Courts, including the Supreme Court.

In short, the Legislative creates bills, the Executive approves into law and executes them, and the Judicial weighs the law's relevance.

Congress

Congress is split into three groups, the House of Delegates, the Senate, and the House of Monitors. Bills are created in the House of Delegates or the Senate, passed by both, and then sent to the President. The House of Monitors are a "backup," or on-call set of representatives, who are to only watch and not act.

Each state has at least one Delegate, two Senators, and two Monitors. The House of Delegates is seated in proportion to world population statistics, while the Senate and House of Monitors have only two seats per state.

Delegates are elected every two years. Senators are elected every six. Monitors are appointed by the State's government, but only have four year terms in their initial role. Should a Delegate or Senator seat empty, a Monitor from the seat's state will fill it until the Delegate/Senator term is over. Monitor seats are refilled by the State's government.

A Moderator for each house is chosen to control the rhetoric, save for the House of Monitors, who's duties are light. By law, debates on a topic must be on that topic. Also, a majority of representatives from each state must be present to produce a quorum, or no bills can be voted on.

President's office & cabinet

The President, Vice President, and Cabinet fill part of the Executive Branch. Their duties are to approve and execute bills and run the planet. Bills can be sent back (vetoed) by the President, who is advised by the Cabinet, which represents may topics important to running the government.

Currently, these are some of the departments under the President, each represented by a cabinet member:

Military (including Defence and War)
Interior (including Environment and Disaster Management, as well as Broadcast and Network regulators)
Finance (but not including the Monetary Board)
Judiciary (including FBI and CIA counterparts)
Research & Development (which coordinates with all of the above, as well as regulates standards of measure such as time and distance)

The Federal Monetary Board is independent of the President, as required by law.

The Military
